Bill description: SB 1259 would divert $2 million from the insurance premium tax revenues to fund the Peace Officers Standards and Training programs.

SB 1259 would divert $2 million of the revenue the state Department of Insurance collects from the premium taxes it assesses on insurance plans in the state, towards the Peace Officers Standards and Training program. This program, which provides training for law enforcement personnel, is not the typical beneficiary of such funding. Currently, the insurance premium tax revenue goes towards related services, such as funding the operations of the Department of Insurance or funding the Idaho High Risk Reinsurance Pool.

By pulling revenue from this dedicated stream of revenue, SB 1259 would sidestep the traditional budgeting process and the $2 million expenditure would not show up as a line item expenditure.
