The city of Nampa has come up with a plan to fund its stormwater runoff program through 2013, according to the Idaho Press-Tribune.
But, finance director Vikki Chandler says the state needs to step in and deal with this issue, saying, "We would look to (the Legislature) to revise the state code to allow either stormwater to be a separate utility, or would change the wording to allow the wastewater treatment facility to allow for clean water.
"If clean water is approved, which is kind of the direction on the national level, then it would make sense to keep how it is now and simply go through a cost-rate study to determine what the rate should be to accommodate that," she said.
Chandler says other states are ahead of the curve when it comes to this issue and Idaho needs to get on the same track.
