An American Falls man has been assessed more than $200,000 in fines for not possessing a water right, but nonetheless irrigating farmland in 2011 and 2012 without a permit from the Idaho Department of Water Resources (IDWR), according to a story in the Twin Falls Times-News.

The farmer, Lance Funk, who was developing new ground for farming, had applied for a permit, but irrigated without it. The department notified him in July and in August that he was irrigating illegally. During 2011 and 2012, Funk irrigated nearly2,600 acres without an IDWR permit.
