House Concurrent Resolution 21 — Joint Rule 3, bill hearings (+1)

Bill Description: House Concurrent Resolution 21 would amend Joint Rule 3 to require that bills passing one legislative chamber by a two-thirds majority or greater receive a hearing in the other chamber within 10 days.

Rating: +1

Does it in any way restrict public access to information related to government activity or otherwise compromise government transparency, accountability, or election integrity? Conversely, does it increase public access to information related to government activity or increase government transparency, accountability, or election integrity?

House Concurrent Resolution 21 would change Joint Rule 3 as follows: “A bill or joint resolution passed by one house with a floor vote of two-thirds majority or greater shall be guaranteed a hearing in an applicable germane committee in the other house within ten legislative days.”

Should the change to Joint Rule 3 pass both bodies, no longer will the committee chairman be able to prevent a hearing on a bill that has popular support in the other chamber. There are numerous examples of bills that have passed one body, with a large majority, only to be denied a hearing in the other chamber.
