House Concurrent Resolution 21 would change Joint Rule 3 as follows: “A bill or joint resolution passed by one house with a floor vote of two-thirds majority or greater shall be guaranteed a hearing in an applicable germane committee in the other house within ten legislative days.”
Should the change to Joint Rule 3 pass both bodies, no longer will the committee chairman be able to prevent a hearing on a bill that has popular support in the other chamber. There are numerous examples of bills that have passed one body, with a large majority, only to be denied a hearing in the other chamber.
