Each bill is analyzed within the context of the metrics below. They receive one (+1) point for each metric that is satisfied by freedom-focused policymaking and lose one (-1) point for each instance in which the inverse is true. The sum of these points composes the score for the bill.

ANALYST NOTE: This legislation is a trailer appropriation following the passage of House Bill 634, which changes the state agency that has management authority of the Broadband Infrastructure Fund. For fiscal year 2025, this authority will be changed from the State Department of Education to the Office of the State Board of Education. The purpose of this move is to complete the transition of IT support from the Department of Education to the Board.
