House Bill 717 — Vehicle registration, fees (-2)

Bill Description: House Bill 717 would impose new fees for failing to register a vehicle within 30 days of becoming a resident and for failing to renew a vehicle's registration within 30 days of its expiration.

Does it directly or indirectly create or increase any taxes, fees, or other assessments? Conversely, does it eliminate or reduce any taxes, fees, or other assessments? 

House Bill 717 would amend Section 49-401A, Idaho Code, to add a new fee, saying, “Failure to apply for registration for a vehicle within thirty (30) days of becoming a resident, as that term is defined in section 49-119, Idaho Code, shall result in a fee of seventy-five dollars ($75.00) that shall be deposited in the state highway account.”

House Bill 717 would amend Section 49-402, Idaho Code, to add a new fee, saying, “Failure to renew a vehicle's registration within thirty (30) days of its expiration shall result in a fee of seventy-five dollars ($75.00) that shall be deposited in the state highway account.

NOTE: The Fiscal Note for House Bill 717 suggests the bill would facilitate the transfer of “almost ten million dollars” in new fees from Idaho vehicle owners to the government.
