Bill description: HB 366 would allow a water district to electronically post a notice of its annual meeting if water users vote to approve such an action.

Conversely, does it increase public access to information related to government activity or increase government transparency or accountability? 

HB 366 allows water users in a water district to vote on whether the district can stop using the postal service to tell people about an upcoming annual meeting and instead post notices on the website of the Idaho Department of Water Resources. If the water users of the district vote to let it switch to electronic notifications, the district must post the notice at least 21 days before the meeting.
