Bill Description: House Bill 212 would increase the number of signatures required for a petition to create a library district.

Rating: +1

Does it directly or indirectly create or increase any taxes, fees, or other assessments? Conversely, does it eliminate or reduce any taxes, fees, or other assessments?

Currently, Section 33-2704, Idaho Code, says that the process of creating a library district can be started by 50 or more people who reside within the proposed district signing a petition to call for it.

House Bill 212 would increase the number of signatures required to "not less than twenty percent (20%) of the qualified electors who reside within the boundaries of the proposed library district."

Library districts are taxing districts, so increasing barriers to creating them may indirectly prevent property tax increases.
