Bill Description: House Bill 60 establishes sudden cardiac arrest training requirements for athletic coaches and directs the department of education to conduct an information campaign about sudden cardiac arrest symptoms.

Does it increase barriers to entry into the market? Examples include occupational licensure, the minimum wage, and restrictions on home businesses. Conversely, does it remove barriers to entry into the market?

House Bill 60 requires every athletic coach to once a year complete a “sudden cardiac arrest training course.” Anyone who fails to do so will be prohibited from coaching. 

While the intention behind this policy is commendable, it imposes unnecessary certification requirements on athletic coaches, including volunteers. Instances of sudden cardiac arrest in young athletes is traumatic, but it is extremely rare. The Mayo Clinic estimates that the probability of such an event is between one in every 50,000 to 100,000 young people. Given this fact, it is unreasonable to expect athletic coaches, both paid and unpaid, to become medical experts and first responders to perform their job.
