Currently, the insurance premium tax revenue goes towards related services, such as funding the operations of the Department of Insurance or funding the Idaho High Risk Reinsurance Pool.
By pulling revenue from this dedicated stream of revenue, SB 1259 would sidestep the traditional budgeting process and the $2 million expenditure would not show up as a line item expenditure.
