Bill description: SB 1291 would establish a new school-turnaround program that would provide funds and training to public schools with the worst educational outcomes.
Rating: -1
Does it create, expand, or enlarge any agency, board, program, function, or activity of government? Conversely, does it eliminate or curtail the size or scope of government?
SB 1291 would establish a new program designed to provide failing public schools with a plan to improve. Schools would be eligible to participate in this program if they are in the bottom five percent of Idaho schools, according to performance standards established by the state Board of Education. The Accountability Oversight Committee under the state board would select the schools that would participate as well as oversee the program.
Once a school is selected to participate, it would receive a “school turnaround expert,” who would be responsible to assist the school with professional development for teachers, leadership training for administrators, and in determining other ways the school could improve.
The school and its district would then be responsible for showing to the Accountability Oversight Committee under the state board that the school has made progress, that it has plans going forward, and that it has made this improvement plan a priority.
