Bill Description: House Bill 380 is a trailer appropriation for House Bill 292 that provides a total of $58 million in transfers to the Tax Commission, the Public School District Facilities Fund, and the Sales Tax Distribution Reserve Account.

House Bill 380 is a trailer appropriation for House Bill 292. It provides a transfer of $38 million to the State Tax Commission to support county-level public defense operations for an additional year. This is in accordance with House Bill 735 of 2022, which funded these services using sales tax revenues in the 2023 and 2024 fiscal years. House Bill 380 will also provide an ongoing transfer of $20 million to the School District Facilities Fund for maintenance building construction in school districts throughout the state. Finally, this legislation will also provide for a one-time $2 million transfer to the Sales Tax Distribution Reserve Account to support local taxing districts including fire districts, sewer districts, water districts, etc.

Does this budget incur any wasteful spending among discretionary funds, including new line items? Conversely, does this budget contain any provisions that serve to reduce spending where possible (i.e. base reductions, debt reconciliation, etc.)? 

This appropriation is consistent with the language within House Bill 292 and its trailer legislation, House Bill 376. These appropriations are effective at the start of the 2024 fiscal year. There is no evidence of wastefulness in this appropriation.
