Bill Description: Senate Bill 1412 (S1412) would implement new requirements regarding allegations of sexual abuse by school officials, including new provisions concerning disclosure during the hiring process. 

Rating: +1 

Does it in any way restrict public access to information related to government activity or otherwise compromise government transparency, accountability, or election integrity? Conversely, does it increase public access to information related to government activity or increase government transparency, accountability, or election integrity?

S1412 would improve accountability regarding allegations of sexual abuse by school officials. It would prevent an educational entity from conducting an internal investigation of any allegation of abuse in lieu of reporting to law enforcement.

S1412 would require public schools to implement additional screening requirements for any resignations or disciplinary actions regarding pending or prior investigation of abuse in its hiring process.

Does it expand the government's bureaucratic monopoly on education, reduce family and student choice, or finance education based on an institution or system? Conversely, does it reduce government coercion in education, expand education choice, or finance education based on the student rather than the institution?

S1412’s provisions regarding hiring procedures would also apply to private schools. Though the problem the legislation addresses is a noble endeavor, the state should not regulate private institutions.
