
Bill Description: Senate Bill 1268 would increase a large number of fees relating to alcoholic beverages.

NOTE: Senate Bill 1268 raises the same fees to the same amount as Senate Bill 1230, but it phases in most of the increases over three years rather than immediately. While this might make the adjustment somewhat less painful, it does not substantively change the bill.

Senate Bill 1268 would amend Section 23-509B, Idaho Code, to newly impose a $50 fee for permits “to sell or dispense packaged, unopened, and sealed liquor … for a benevolent, charitable, or public purpose.”
The bill would also amend Section 23-1007A, Idaho Code, to increase the fee for a permit for “the sale or dispensing of beer by a person” where “the proceeds, after deducting reasonable expenses incurred, will be donated for a benevolent, charitable or public purpose” from $20 to $32 over three years (a 60% increase).
The bill would also amend Section 23-1336, Idaho Code, to increase the fee for a permit “to dispense or sell such wine and to donate the proceeds from the sale or dispensing thereof for benevolent, charitable or public purposes” from $20 to $32 over three years (60%).

Senate Bill1268 would amend Section 23-904, Idaho Code, to increase a number of licensing fees for the retail sale of liquor. Fees would increase from $300 to $480 (60%) in a city of 1,000 population or less; from $500 to $800 (60%) in a city with a population of 1,000 to 3,000; and from $750 to $1,200 (60%) in a city having a population of more than 3,000.
The bill would increase fees for “each common carrier boat line, for sales only in buffet, club or dining rooms” from $250 to $400 (60%).
The bill would also increase fees for “each license issued to the owner, operator, or lessee of a golf course” from $200, $300, and $400 based on county population to $320, $480, and $640, respectively.
And for “For each common carrier airline, for sales only in common carrier aircraft,” the fee would increase from $250 to $400 (60%).
These fee increases are phased in over three years.

Senate Bill 1268 would amend Section 23-1004, Idaho Code, to increase the fee for “every dealer for whom no license fee is elsewhere provided in this act” from $100 to $160 (60%).
The bill would also amend Section 23-1005A, Idaho Code, to increase the fee for “each transfer of a brewer's, dealer's, wholesaler's or retailer's beer license” from $20 to $32 (60%).
The bill would also amend sections 23-1014, 23-1309A, 23-1315, and 23-1317 to increase more than a dozen other fees related to alcoholic beverages by 60%.
These fee increases are phased in over three years.
