Bill description: SB 1248 would provide for a public comment period for regulations concerning certified seeds and agricultural products.

Does it in any way restrict public access to information related to government activity or otherwise compromise government transparency or accountability? Conversely, does it increase public access to information related to government activity or increase government transparency or accountability? 

The University of Idaho College of Agriculture oversees the standards and regulations for certified seeds and other agricultural products. SB 1248 would require the college to submit its standards and regulations to a 30-day public comment period. It would delay the enactment of any regulation for 30 days after the close of the comment period. The comment period would provide the public a greater opportunity to participate in the regulatory process and enhance transparency in government.
