Rep. Phil Hart, R-Athol, known in recent years more for not paying taxes than his time in the Legislature, filed for Chapter 13 bankruptcy this week in federal court, according to the Coeur d' Alene Press.

Hart has been fighting against the government on tax issues for a long time, claiming some forms of taxation are unconstitutional.

Hart was defeated in the May primary election.
