Fred Birnbaum, Legislative Affairs Director

Fred Birnbaum joined the Idaho Freedom Foundation as vice president and chief operating officer after working 25 years in the paper and packaging industry.

Fred now serves as the IFF's Legislative Affairs Director and guides the Foundation's policy efforts.

Most recently he served as director of business and financial analysis for Packaging Corporation of America (formerly Boise Inc.) and has lived in Boise since 2000. His experience in industry includes roles in finance, operations, project management, and factory management.

Fred served in the U.S. Army as a communication staff officer and platoon leader and worked briefly for US Senator John Glenn, as a Military Affairs Fellow, following his Army career He received his master’s degree in business administration (MBA) from the University of North Carolina at Chapel Hill and his bachelor’s degree in political science from the University of Wisconsin at Madison.

Anna K. Miller, Education Policy Analyst

Anna is a graduate student in economics at George Mason University and an MA fellow at the Mercatus Center. She previously worked as a policy coordinator for the American Legislative Exchange Council’s Center for Technology and Innovation where she focused on emerging technology policy issues, education policy, and health care policy. Prior to that Anna was a policy assistant at the American Conservative Union Foundation where she worked on producing state and federal legislator ratings guides and plan the Conservative Political Action Conference of 2017.

Anna graduated from Furman University as a division one student athlete with a BA in Philosophy, Religion, and Ancient Greek and Roman Studies. Anna’s work has been published in the Wall Street Journal, The Hill, The Detroit News, The Washington Examiner, and The Daily Caller among others.

Anna is usually found cheering for her husband on the football field, hiking with her dog, learning to cook a new recipe, or searching for Renaissance art in local antique shops.

Parrish Miller, Idaho Freedom Index Analyst

Parrish Miller owns and operates Design by Parrish, a web design and digital marketing firm based in
Boise, Idaho, where he has lived since 2006. In addition to building websites and helping clients expand
their digital footprint, Parrish is actively involved in Idaho politics, working with think tanks, grassroots
organizations, political candidates, and elected officials. A self-described policy wonk, Parrish is a life-
long student of history, economics, and political theory. As a policy analyst, Parrish advocates reducing
taxes and regulatory burdens while striving to expand individual liberty and strengthen the free market.
As a committed husband and a doting father, Parrish is deeply concerned about the leftward shift of the
country and the state of Idaho — viewing mounting debt, escalating government control of healthcare,
and the rise of cancel culture as existential threats to this and future generations. While his business,
political, and familial obligations don't leave much opportunity for pursuing personal hobbies, Parrish
enjoys road trips, motorcycling, and recreational shooting when time permits.
