Bill Description: House Bill 758 appropriates $60,000 to the Office of the State Controller as a trailer appropriation for House Bill 646 for fiscal year 2024.

Does this budget contain hidden fund transfers or supplemental expenditures that work to enact new policy or are not valid emergency expenditures? Conversely, are fund transfers only made to stabilization funds or are supplemental requests only made in the interest of resolving valid fiscal emergencies?

This legislation grants authority for the Office of the State Controller to distribute $60,000 to six North Idaho counties to accommodate changes made by House Bill 646. The bill clarified legal definitions of the North-South boundary line shared by all six counties. Under this appropriation, $10,000 will be awarded to each county to accommodate the costs of updating this boundary definition. This is consistent with the fiscal note provided by House Bill 646.
