House Bill 75 — Nonresident off-highway vehicles

Bill description: HB 75 would require nonresidents to purchase a user certificate to use an off-highway vehicle  (OHV) in Idaho.

Does it directly or indirectly create or increase any taxes, fees, or other assessments? Conversely, does it eliminate or reduce any taxes, fees, or other assessments?

Currently, out-of-state recreationists who come to Idaho are not required to to register their off-highway vehicle  (OHV) with the state Department of Parks and Recreation. OHVs include all-terrain vehicles, motorbikes, specialty off-highway vehicles or utility-type vehicles.

HB 75 would require nonresidents to register their OHV before using it on Idaho trails and pay a $12 registration fee. Even if an individual was only passing through the state and using the trails for a single day, the nonresident would be required to register and pay the fee.
