House Bill 730 — SNAP, integrity and verification (+3)

Bill Description: House Bill 730 (H730) would introduce several new eligibility and verification requirements for SNAP.

Does it increase government spending (for objectionable purposes) or debt? Conversely, does it decrease government spending or debt?

H730 would require the Department of Health and Welfare to “enter into a data-matching agreement with the Idaho state lottery commission to identify households with lottery winnings of three thousand dollars ($3,000) or more” and “disenroll from the supplemental nutrition assistance program (SNAP) any household with winnings equal to or greater than the resource limit for elderly or disabled households.”

H730 would also stipulate that no individual shall be eligible to receive SNAP benefits unless they are a citizen or national of the United States or other lawfully eligible immigrant.

Does it in any way restrict public access to information related to government activity or otherwise compromise government transparency, accountability, or election integrity? Conversely, does it increase public access to information related to government activity or increase government transparency, accountability, or election integrity?

H730 would require the Department of Health and Welfare to engage in a litany of verification activities to ensure the integrity of the SNAP program. Among the new requirements is that the Department must at least on a biannual basis make available to the public on its website data: 

  1. The number of households investigated for intentional program violations or fraud;
  2. The total number of households referred for prosecution to the attorney general's office and United States attorney's office;
  3.  Improper payments and expenditures;
  4. Moneys recovered;
  5. Aggregate data concerning improper payments and ineligible recipients as a percentage of those investigated and reviewed; and
  6. The aggregate amount of funds expended by electronic benefit trans40 fer card transactions in each state outside of Idaho.
