House Bill 720 — City elections, districts (+1)

House Bill 720 — City elections, districts (+1)

by

February 19, 2026

Bill Description: House Bill 720 would lower the population threshold for which cities are required to hold city council elections by district.

Rating: +1

NOTE: House Bill 720 is similar to Senate Bill 1075 (2025).

Does it in any way restrict public access to information related to government activity or otherwise compromise government transparency, accountability, or election integrity? Conversely, does it increase public access to information related to government activity or increase government transparency, accountability, or election integrity?

House Bill 720 would amend Section 50-707A, Idaho Code, to lower the population threshold for which cities are required to hold city council elections by district rather than citywide from 100,000 to 25,000.

District-based city elections can provide more accurate representation, especially as cities expand and annex nearby land.
