House Bill 587 — Rangeland improvement account (-1)

Bill Description: House Bill 587 would allow the moneys in the rangeland improvement account to be continuously appropriated. 

Rating: -1

Does it increase government spending (for objectionable purposes) or debt? Conversely, does it decrease government spending or debt?

In 2025, the Idaho Legislature passed House Bill 468 (-3) to expand government, increase government spending, and further dependency on the federal government by creating the “rangeland improvement account”. 

House Bill 587 would amend Section 58-1504, Idaho Code, to say, “Moneys in the rangeland improvement account are hereby continuously appropriated to be used solely for the purposes provided by this chapter.”

This bill makes it easier for government to spend money on activities well beyond its proper role. 

It would also require an “annual report to the joint finance-appropriations committee, senate resources and environment committee, and house resources and conservation committee” that provides “all sources and uses of the moneys in the rangeland improvement account for the preceding fiscal year.”

It would be more appropriate for the Legislature to review and approve spending before it happens rather than receiving a report after the fact.
