House Bill 563 — Certified public accountants (+1)

Bill Description: House Bill 563 would recognize more education pathways to become a Certified Public Accountant and make it simpler for accountants to work across state lines. 

Rating: +1

Does it increase barriers to entry into the market? Examples include occupational licensure, the minimum wage, and restrictions on home businesses. Conversely, does it remove barriers to entry into the market?

House Bill 563 would amend sections 54-204, 54-207, 54-208, 54-209 Idaho Code, and repeal and replace Section 54-227, Idaho Code, to remove some limiting education requirements and to recognize more education pathways to become licensed as a Certified Public Accountant. 

Current law requires that an applicant have completed at least one year of experience in accounting. Under this bill, that requirement would be doubled to two years for some of the education options that are newly accepted. 

The bill would also remove the requirement that an applicant “be a resident, have been a resident, or intend to immediately become a resident of the state of Idaho” in order to receive a license. 

The bill clarifies that CPAs licensed in other states may practice in Idaho without needing an Idaho license, so long as they meet the minimum educational and experience requirements in Idaho law. 

Taken together, these changes are a positive reduction in government barriers to market participation.
