House Bill 545 — Creates swan tags

Bill description: HB 545 amends Idaho Code to create swan tags and add fees.

Does it create, expand, or enlarge any agency, board, program, function, or activity of government? Conversely, does it eliminate or curtail the size or scope of government?

Under current law, the state does not offer tags for hunting swans, which means that hunting swans is not legal. HB 545 would modify  Idaho Code to add swan tags to the list of game tags available, making hunting swans legal, subject to various limits and regulations about the time and place hunting may occur. These tags are priced at $21 for Idaho residents and $65.75 for nonresidents.

Expanding the right to hunt (as recognized by the Idaho State Constitution, Article 1, Section 23) is consistent with the goals of maximizing individual liberty, but the use of game tags, hunting licenses, and their associated fees still limits individual access to these rights.
