Bill description: HB 532 moves the Extended Employment Services program from the Idaho Division of Vocational Rehabilitation to the Department of Health and Welfare.

Does it create, expand, or enlarge any agency, board, program, function, or activity of government? Conversely, does it eliminate or curtail the size or scope of government?

Currently, the Extended Employment Services program of the Idaho Division of Vocational Rehabilitation is based on IDAPA Rules 47.01.02, and at least theoretically authorized under Section 33-2203, Idaho Code.

HB 532 creates a new chapter of Idaho Code to permanently establish in the Department of Health and Welfare "an extended employment services program for the purpose of increasing employment opportunities for program participants."

This program is intended to provide "individual community supported employment," "group community-based supported employment," and "work services" for individuals with disabilities. This is essentially a welfare program that uses taxpayer money to provide special services to a small subset of Idahoans.
