Bill Description: House Bill 513 would decrease the mandated minimum education and apprenticeship hours required for obtaining a cosmetology license.

Does it increase barriers to entry into the market? Examples include occupational licensure, the minimum wage, and restrictions on home businesses. Conversely, does it remove barriers to entry into the market?

House Bill 513 would amend Section 54-5810, Idaho Code, to decrease the mandated minimum education hours (from 1,600 to 1,000) and apprenticeship hours (3,200 to 2,000) required to obtain a cosmetology license in Idaho. 

This bill would reduce (but not eliminate) the barrier to market entry created by the occupational licensing mandate imposed on cosmetologists.
