House Bill 439 — Immunization assessment board

Bill Description: House Bill 439 would extend by five years the sunset clause for the Idaho immunization assessment board.

Does it create, expand, or enlarge any agency, board, program, function, or activity of government? Conversely, does it eliminate or curtail the size or scope of government?

In February 2018, the Idaho Legislature passed House Bill 393, which, among other things, extended by five years the sunset clause for the Idaho immunization assessment board from July 1, 2019, to July 1, 2024. 

House Bill 439 would make this same mistake by extending this sunset clause for another five years to July 1, 2029. 

This board oversees the "Idaho immunization program," and imposes assessments on health insurance providers "to fund vaccine purchases for program-eligible children" and to cover "any necessary costs and expenses to administer the fund and discharge the duties of the board."

This program engages in redistributive activity and is outside the proper role of government. 

If legislators do not pass House Bill 439, this board, its assessments, and the "Idaho immunization dedicated vaccine fund" will sunset, and the size and scope of government will shrink accordingly. 


Does it increase government spending (for objectionable purposes) or debt? Conversely, does it decrease government spending or debt?

The operations of the board and its mission both involve government assessments and spending. Allowing this board to sunset would terminate these activities.
