House Bill 423 — Athlete agents, licensing

Bill description: HB 423 repeals registration mandates, fees, and disciplinary actions regarding athlete agents.

HB 423 repeals eight sections of code and modifies others to remove mandatory registration requirements for athlete agents in Idaho. HB 423 does not repeal all the state's regulations of athlete agents, but it does remove the registration requirements.

Does it directly or indirectly create or increase penalties for victimless crimes or non-restorative penalties for nonviolent crimes? Conversely, does it eliminate or decrease penalties for victimless crimes or non-restorative penalties for non-violent crimes?

HB 423 repeals Sections 54-4806 and 54-4807, Idaho Code, which allow an athlete agent's registration to be denied or revoked for a host of reasons, including "a crime that would involve moral turpitude."
