House Bill 420 — Contractor registration

Bill description: HB 420 allows contractors to put their registration on inactive status and removes certain grounds under which state officials may discipline a contractor.

Does it directly or indirectly create or increase penalties for victimless crimes or non-restorative penalties for nonviolent crimes? Conversely, does it eliminate or decrease penalties for victimless crimes or non-restorative penalties for non-violent crimes?

HB 420 repeals a subsection of code that allows the Bureau of Occupational Licenses to engage in disciplinary action if the Idaho contractors board determines that "A contractor was grossly negligent or reckless in his conduct in the performance of construction. For purposes of this chapter, conduct is grossly negligent or reckless if, when taken as a whole, it is conduct which substantially fails to meet the generally accepted standard of care in the practice of construction in Idaho."
