House Bill 325 would amend Section 67-6223, Idaho Code, to add a provision that says "any new federal grant that is received by the [Idaho housing and finance] association on or after July 1, 2026, shall be subject to the provisions of chapter 35, title 67, Idaho Code, including the provisions relating to the expenditure of federal funds and recognition of non-cognizable funds."
Federal debt now exceeds $36 trillion, and a significant portion of federal spending is deficit spending, which means federal dollars are mortgaging the futures of our children and grandchildren — all to subsidize this generation's unsustainable consumption.
The state should seek all available opportunities to reduce its dependence on federal funding. This bill does not require such a reduction, but it does provide for additional legislative oversight and greater transparency regarding the use of federal grants.
