Amendment Analysis: The amendment to House Bill 161 does not change the rating, but it does make the bill EVEN WORSE by adding three more fee increases. These additional increases are for license classification changes, endorsement additions, and seasonal driver's licenses.
Analyst Note: The fiscal note for House Bill 161 says the revenue raised by these fee increases will go to the counties, rather than to the Transportation Department. The statutory changes support this claim. Regardless of how the increased revenue is distributed, fee increases are harmful to the Idahoans forced to pay them. The code could be amended to provide counties a greater percentage of the existing fee revenue without increasing the fees.

House Bill 161 amends Section 49-306, Idaho Code, to increase the following driver's license fees:
- Class D (3-year) licenses for those under age 18 increase from $25.00 to $30.00. This is an increase of 20%.
- Class D (3-year) licenses for those age 18-21 increase from $25.00 to $30.00. This is an increase of 20%.
- Class D (1-year) licenses for those age 17 or 20 increase from $15.00 to $20.00. This is an increase of 33%.
- Class D (4-year) licenses for those age 21 and older increase from $30.00 to $35.00. This is an increase of 17%.
- Class D (8-year) licenses for those age 21-63 increase from $55.00 to $60.00. This is an increase of 9%.
- Class D instruction permit or supervised instruction permits increase from $15.00 to $20.00. This is an increase of 33%.
- Duplicate driver's licenses or permits issued under 35 section 49-318, Idaho Code, increase from $15.00 to $20.00. This is an increase of 33%.
- The "knowledge test" required to obtain driver's licenses or permits increases from $3.00 to $5.00. This is an increase of 67%.
- A "license classification change" increases from $25.00 to $30.00. This is an increase of 20%.
- An "endorsement addition" increases from $15.00 to $20.00. This is an increase of 33%.
- A "seasonal driver's license" increases from $39.00 to $44.00. This is an increase of 13%.

House Bill 161 amends Section 49-2444, Idaho Code, to increase the following identification card fees:
- Identification cards (4-year) for those age 21 and older increase from $10.00 to $15.00. This is an increase of 50%.
- Identification cards (8-year) for those age 21 and older increase from $20.00 to $25.00. This is an increase of 25%.
