Every state agency is required to go through a competitive bidding process prior to entering into any construction contract. At the conclusion of the bidding process, a contract must be awarded to the “lowest responsible and responsive bidder.” HB 434 would stipulates that all state agencies, when accepting a bid, do not enter into a contract that exceeds the funding that was allocated for such project. This would protect Idaho taxpayers from government agencies exceeding their spending limits and going over budget.
