With a lot of talk in recent years about illegally hiring migrants, H-2A provides a route that legally hires temporary migrant workers. But, the process is complicated, loaded with lots of paperwork and takes too long, according to those who use it.
One sheep rancher said she and her husband filed paperwork in July, but weren't provided with workers until February.
