Animal torture bill expected to be voted on Monday

In February the Idaho House passed an anti-animal cruelty measure that has since come under fire from animal rights activists who say it didn't go far enough. According to the Idaho Statesman, the House Agricultural Affairs Committee will vote on a bill Monday that would meet the demands of activists, though the penalties would not be quite as severe as those proposed by advocates.

Rep. Ken Andrus, R-Lave Hot Springs, is proposing the legislation which would make a third offense a felony. The bill also clearly outlines what constitutes animal torture.

Livestock and production animals would be exempt.
