Gov. Butch Otter discussed details of the budget he's sending to Idaho lawmakers in a news conference with reporters.
Otter spoke with reporters for about half an hour. IdahoReporter has video of all of Otter's remarks.

Part 1

Otter discusses the length of the new legislative session, his decision to use a no growth budget, rather than the growth projection from state economist Mike Ferguson. Several House Republicans--Scott Bedke, Mike Moyle, and Speaker Lawerence Denney, also field a question toward the end.

Part 2

Otter discusses cutting funding to Idaho Public Television, state parks, and other state agencies. He also discusses the partisan differences surrrounding the current budget.

Part 3

Otter answers questions about the health care premium holiday for state agencies and his cuts to state education.

Part 4

Otter discusses furloughs for state workers, the grocery tax credit, and the funding for the Constitutional Defense Council Fund. Otter's budget director Wayne Hammon said money for the Constitutional Defense Council fund isn't currently in Otter's budget recommendations, but will be in the first revision given to lawmakers.
