House Bill 103 — Levy elections disclosure

Bill description: HB 103 would require local governments to disclose the cost of a proposed levy on the ballot.

Does it in any way restrict public access to information related to government activity or otherwise compromise government transparency or accountability? Conversely, does it increase public access to information related to government activity or increase government transparency or accountability?

HB 103 would ensure that residents easily understand the tax liability they would have were voters to approve a property tax levy on the ballot. Currently, the information provided on the ballot for a levy election must include the:

  • Levy’s purpose.
  • The amount to be collected each year.
  • The length of time for the levy.
  • The date of the election.

HB 560 would add to this list the estimated cost per $100,000 of taxable property owned. This change would make it readily clear to property owners what a levy will cost them.
