Master agreements are contracts between school districts’ elected boards of trustees and local education associations, or teachers’ unions. They are public documents stipulating teacher salaries and benefits. Additionally, though it varies from agreement to agreement, they also include provisions for the number of work days, grievance procedures, performance evaluations, different types of leave and other items. Since master agreements control much of the way money is spent in Idaho’s public schools they should be readily available to the public.
This report grades the transparency, meaning the availability and ease-of-viewing, of all of Idaho’s school district master agreements.
