House Speaker Lawrence Denney, R-Midvale, and Senate Pro-Tem Brent Hill, R-Rexburg, both say there are not enough members of the respective bodies in favor of an exchange to set up a state-run exchange, meaning the state would fall into the federal exchange program in 2014, according to the Idaho Statesman.

When the 2012 session started, many legislators believed the health exchange issue would be one that could lengthen the session. However, as the issue evolved, it became clear that simply having a state-run exchange wasn't really any different than being part of the federal exchange. So, according to Denney and Hill, the issue is likely dead for this session.

Lawmakers are also waiting to see what happens over the summer with the Supreme Court's ruling on whether or not parts, or all, of Obamacare are constitutional.
