A bill introduced Monday to amend state law would limit liability for canal companies throughout the state, according to the Idaho Statesman. Among the problems cited thus creating a need for the law is that third parties discharge water and other things into canals, which can lead to serious problems, including flooding. Under the proposed legislation, canal companies would not be liable if a disaster happened as a result of a third party doing something that leads to the problem.

Also under the bill, companies would not be responsible for "an act of God." Meaning, should a fire, earthquake, flood, or anything similar to a natural disaster occur, the companies would not be liable for the damage.
