In 2008, Simona Manzanares from Caldwell was accused by authorities of recruiting teenagers and young children to join a gang while attending social events, such as concerts.
Under the Criminal Gang Enforcement Act it is illegal to recruit persons with the intention of having them join a gang. Manzanares said that gangs do not solely exist for committing crimes, but rather provide other benefits to members, such as cultural and social benefits.
The high court, in its 39-page ruling, said that the Idaho law was OK, and that any association or "material support" of a gang was illegal.
