Bill description: Senate Bill 1071 creates an exception from the license plate visibility law for trailers, bicycle racks, and other features that might block the readability of a vehicle’s rear license plate.

Does it directly or indirectly create or increase penalties for victimless crimes or non-restorative penalties for non- violent crimes? Conversely, does it eliminate or decrease penalties for victimless crimes or non-restorative penalties for non-violent crimes? 

Senate Bill 1071 would amend Idaho Code to allow Idahoans to use bike racks, trailer hitches, trailers, wheelchair lifts, and other such devices even if they obscure the rear license plate. As the law currently stands, the license plate “must be in a place and position to be clearly legible.”  With this amendment, existing law will allow many Idahoans to use these items, which can significantly increase the efficiency and practicality of their vehicle. Further, Idahoans would be able to drive without fear of harassment by legal authorities.
