THERE ARE MOMENTS WHEN THE FUTURE OF A STATE IS DECIDED QUIETLY.
Not always in a dramatic vote. Not always beneath the Capitol dome. Sometimes it happens when a new government program is approved with little scrutiny. Or sometimes it happens when public officials avoid difficult questions. Sometimes it even happens when a sweeping proposal is presented to voters before most Idahoans understand its consequences.
In each of those moments, someone must be willing to investigate, explain, and speak clearly. Idaho Freedom Foundation (IFF) does exactly that.
For 17 years, IFF has served as an independent watchdog for the people of Idaho. We examine legislation, government spending, public programs, and the actions of state and local officials. We translate complicated policy into clear information citizens can use. We expose threats to individual liberty, constitutional government, family, and free markets. Most importantly, we refuse to remain silent simply because an issue is controversial or politically inconvenient.

Recent events have reminded us how quickly fundamental questions can move from the margins to the center of public life. The sanctity of life is being challenged through a far-reaching abortion ballot initiative. The importance of the right to keep and bear arms. Illegal immigration continues to impose questions of public safety, taxpayer responsibility, and government accountability. At the same time, Automated License Plate Readers (ALPRs), commonly known as Flock cameras, are spreading through Idaho communities, creating a growing network capable of tracking the movements of ordinary citizens.
These issues may appear unrelated, but they are connected by a fundamental question:
Will government respect the dignity, rights, and security of the individual, or will powerful institutions make life-changing decisions without meaningful scrutiny?
IFF is an educational organization. We focus on principles, policies, legislation, and ballot measures. We won’t be quiet about things we don’t like.
At IFF, we believe freedom requires more than good intentions. It requires citizens who understand what government is doing, public officials who know they will be held accountable, and principled organizations willing to do the hard work of uncovering facts.
THE RIGHT TO LIFE COMES FIRST
Every right we cherish begins with the right to live.
Without life, there can be no liberty, family, opportunity, or future. This is why IFF has made the protection of innocent life a central part of our Freedom and Family Agenda.
In July, Idaho officials confirmed a radical abortion initiative had qualified for the November ballot. Its supporters have framed it with reassuring language, but Idahoans deserve to understand the full consequences before making such a consequential decision.
IFF responded immediately and unequivocally.
We publicly affirmed the sanctity of life and announced our commitment to educating Idahoans about the proposal. Our role is not to support or oppose candidates. As a 501(c)(3) educational organization, we do not participate in political campaigns for public office. We focus on educating the public within the boundaries established for charitable organizations.
Ballot measures can fundamentally change state law. When such a proposal threatens unborn children, parental authority, and Idaho’s long-standing commitment to protecting life, citizens need accurate information. You need more than emotional appeals and carefully tested campaign language. You need to know what the proposal says, what its legal effects could be, and how it would alter Idaho’s future.
IFF is prepared to educate Idahoans.
We need your help. Our policy team will research the initiative, explain its provisions, answer misleading claims, and equip Idahoans with information they can share. We cannot assume someone else will make the case clearly and courageously. Abortion must not be legalized in Idaho.
This work will be forceful, factual, and focused on the issue. It will do what IFF has always done: educate the public, defend foundational principles, and hold government accountable.
The stakes could not be higher.
A culture willing to treat innocent life as disposable ultimately weakens every other right. It reduces human worth to circumstances, convenience, age, health, or power. Idaho should instead remain a state where the law honors the dignity of every person and families receive compassion and support when facing difficult circumstances.
THE RIGHT TO DEFEND
In early August, a shooting tragedy struck Twin Falls and we were reminded why the Second Amendment is so important. The courage displayed that day cannot erase the heartbreak experienced by so many. It does, however, demonstrate why law-abiding Idahoans must retain the constitutional right to defend themselves, their loved ones, and their neighbors.
When violence erupts, innocent people cannot always wait for help to arrive. The right to keep and bear arms ensures law-abiding citizens can defend themselves, their families, and their communities when every second matters.
Even here in Idaho, this freedom requires constant vigilance. Attempts have been made by local governments to impose firearm restrictions beyond their authority, while unconstitutional limits on lawful concealed carry in some public buildings remain unresolved. These efforts, whether intentional or not, risk weakening a fundamental safeguard protecting ordinary citizens.
The Second Amendment is not an outdated privilege granted by government. It is a constitutional recognition of the inherent right to self-defense. It’s a constitutional protection of individual liberty and personal responsibility. A free people must never be deprived of this right. The right of the people to keep and bear arms shall not be infringed.
WHO IS WATCHING THE WATCHERS?
Public safety is a legitimate responsibility of government. The public expects police officers to investigate crimes, recover stolen property, locate missing people, and protect communities.
But every powerful tool requires oversight.
Across Idaho, cities and law enforcement agencies are installing Automated License Plate Readers (ALPRs), many supplied by a private company called Flock Safety—so-called “Flock cameras.” These cameras can photograph vehicles, record license plate numbers and identifying characteristics, attach time and location information, and make the resulting data searchable.
This creates a mass surveillance network recording where people travel, worship, work, receive medical care, attend meetings, or spend time with family. It can record where and when you like to shoot at your favorite range. Data is collected automatically and shared across agencies or jurisdictions. This is a clear and unequivocal privacy violation, and is in direct conflict with our constitutional protections regarding search and seizure and requiring a search warrant.
IFF recently investigated the spread and cost of Flock cameras in Idaho.
We reported on the growing use of ALPRs in communities across Idaho, along with the substantial taxpayer investment some local governments are making in these systems. In Caldwell, for example, city leaders approved a multiyear agreement involving dozens of cameras, while annual spending on cameras and drones has reportedly reached almost $500,000. Other Idaho cities have deployed similar technology, often with little public awareness.
Issues like this can easily escape public attention until the surveillance infrastructure is already established. These warrantless searches and mass surveillance, which are logging millions of movements, are unconstitutional, improper, and expensive. A city council may approve a contract as a routine public-safety purchase. A police department may emphasize successful arrests. A vendor may promise efficiency and security. Yet citizens may never receive clear answers about retention periods, data sharing, audit procedures, false matches, access controls, contract terms, or the total long-term cost.
IFF asks those questions.
In Jerome County, Sheriff George Oppedyk allegedly searched his wife’s license plate more than 700 times before retiring roughly halfway through his term. Although the Idaho Attorney General determined there was insufficient evidence for criminal prosecution, the incident demonstrates how easily powerful surveillance tools can be used for questionable personal purposes.
Technology changes quickly. Contracts are renewed. Databases grow. Agencies share information. Policies can be loosened during emergencies. A tool introduced for serious crimes can gradually be used for broader and less defensible purposes.
Idaho should not become a mass surveillance state by default.
Citizens should not have to surrender privacy because technology makes mass tracking possible. Nor should taxpayers be expected to fund expensive systems. Especially systems which are in direct violation of constitutional privacy protections.
IFF’s work on Flock cameras reflects our expanding commitment to local government accountability. Many decisions most directly affecting liberty are made not in Washington, D.C., or even at the Statehouse, but in city halls, county offices, school districts, and local agencies.
This is why we are increasing our scrutiny of local government. Mass surveillance quickly becomes the infrastructure for future tyranny.
We are investigating contracts, spending, surveillance technologies, and public-private partnerships. We are helping Idahoans use public records laws and participate effectively in local meetings. We continue to expose waste, misconduct, secrecy, and government overreach wherever we find it.
Freedom must be defended close to home.
SECURING IDAHO AND DEMANDING ACCOUNTABILITY
Idaho may be far from the southern border, but we’re not insulated from the consequences of illegal immigration from the south.
The costs appear in public benefits, schools, health care, housing, law enforcement, and the criminal justice system. They also appear in a less measurable but equally important way: the erosion of public trust when government fails to enforce laws consistently or refuses to disclose the scope of a problem.
IFF has worked hard to ensure those costs are not ignored.
We have researched the taxpayer burden associated with illegal immigration. We have analyzed legislation dealing with eligibility for public benefits, verification of immigration status, cooperation between state and federal authorities, and transparency regarding crimes committed by foreign nationals. We have supported policies reserving taxpayer-funded assistance for citizens and lawful residents while recognizing appropriate emergency protections.
During the 2025 legislative session, Idaho enacted House Bill 135, restricting eligibility for several forms of non-emergency public assistance based on lawful presence. In 2026, IFF continued evaluating proposals designed to strengthen citizenship and immigration-status verification for taxpayer-funded health benefits while increasing transparency within the criminal justice system.
Our concern is not rooted in hostility toward people from other nations.
America has long welcomed lawful immigrants who respect our laws, contribute to their communities, and pursue the promise of freedom. Maintaining a clear distinction between lawful and illegal immigration is essential. Without such a distinction, a nation cannot preserve its sovereignty, uphold fairness, or sustain public confidence in the rule of law.
Recent events in Boise have further demonstrated the need for public officials to answer serious questions. Following an alleged assault and kidnapping on the Boise Greenbelt, the Department of Homeland Security confirmed to IFF the suspect had entered the United States illegally before later receiving lawful permanent resident status. IFF sought answers from local officials and reported its findings, giving Idahoans verified facts rather than rumors.
This is what an independent watchdog should do.
We investigate and we verify. We ask the hard questions. We examine whether local agencies are using every lawful tool available to protect the public, and we bring information into the open so citizens can decide whether their government is meeting its responsibilities.
The issue extends beyond any single crime or individual.
Idahoans deserve to know how illegal immigration affects state and local budgets. You deserve transparent data about arrests, benefits, and public services. You deserve policies preventing taxpayer-funded programs from becoming incentives for illegal immigration, and you deserve state and local officials who cooperate with lawful enforcement efforts rather than adopting practices undermining them.
IFF will continue fighting for those answers.
We analyze bills, track agency policies, submit public records requests when needed, and communicate our findings to citizens. We also challenge the false choice between compassion and enforcement. A humane immigration system can welcome legal immigrants and still require respect for law, citizenship, and national sovereignty.
The rule of law is not cruel. It’s the foundation of equal justice.
