Bill Description: Senate Bill 1381 is an enhancement of $25,800 and 0.00 new full-time positions for the State Lottery for fiscal year 2027. This legislation appropriates a total of $8,686,600 and 51 full-time positions to the agency.

This legislation authorizes onetime spending for the State Lottery of $25,800, adding onto to last year’s (FY26) onetime spending of $176,700. Onetime spending is often even more volatile than ongoing spending, which is to be expected due to the onetime expenses generally being utilized for projects or capital outlay. This also calls for special scrutiny and discernment.
This budget consists of one enhancement ($25,800 DF) for replacing computer equipment “such as desktops, laptops, and Apple workstations used to develop scratch games.” These expenditures are unwarranted, especially so in a deficit year.
