Bill Description: House Bill 849 (H849) would make it easier for Career and Technical Education professionals in public education to advance in the career ladder.

Does it increase government spending (for objectionable purposes) or debt? Conversely, does it decrease government spending or debt?

House Bill 849 would make it easier for Career and Technical Education professionals in public education –– such as school psychologists, occupational therapists, physical therapists, audiologists, school counselors, school social workers, speech language pathologists, and school nurses —  to advance in the career ladder. The legislation carries a fiscal note of $150,000 or approximately one support unit. If that figure is accurate, it calls into question why a policy change is needed to benefit such a small number of professionals. If that figure is inaccurate, then it is imprudent for the legislature to approve changes to the career ladder resulting in increased spending when public school support was held harmless in a year where budget cuts are necessary across the board. In either case, this legislation constitutes objectionable spending.
