House Bill 667 — Nondomiciled CDL program, repeal (-1)

Bill Description: House Bill 667 would remove provisions from Idaho law that allow someone with a commercial learner's permit from another state or country to obtain a commercial driver’s license in Idaho.

Does it give government any new, additional, or expanded power to prohibit, restrict, or regulate activities in the free market? Conversely, does it eliminate or reduce government intervention in the market?

House Bill 667 would repeal Section 49-336, Idaho Code, which deals with nonresident commercial driver’s licenses, and amend Section 49-115, Idaho Code, to remove the definition of a “Nondomiciled commercial learner's permit” from code.

It would also amend Section 49-306, Idaho Code, to remove language related to these permits and licenses. 

The effect of these changes would be to deny anyone with a commercial learner's permit from another state or country the opportunity to obtain a commercial driver’s license in Idaho without first becoming an Idaho resident and going through the entire permitting and licensing process in Idaho. 

This would increase delays and costs for those who are seeking a commercial driver’s license and have already started the process by obtaining a commercial learner's permit elsewhere.
