House Bill 514 — Barber and cosmetology services (+1)

Bill Description: House Bill 514 would allow barber and cosmetology students to take their licensing exams after they have completed 80% of their required education hours.

Does it increase barriers to entry into the market? Examples include occupational licensure, the minimum wage, and restrictions on home businesses. Conversely, does it remove barriers to entry into the market?

House Bill 514 would amend Section 54-5810, Idaho Code, to add a new subsection allowing students seeking licensure as a barber, barber-stylist, cosmetologist, electrologist, esthetician, or nail technician to take their licensing exams when they have completed 80% of their required education hours.

By allowing students to avoid the typical delay between completing required coursework and entering the workforce, this bill would make a small dent in reducing the barrier to market entry created by occupational licensing mandates.
