Bill Description: House Bill 254 would require election officials to implement anti-fraud measures on ballots.

Does it in any way restrict public access to information related to government activity or otherwise compromise government transparency, accountability, or election integrity? Conversely, does it increase public access to information related to government activity or increase government transparency, accountability, or election integrity?

House Bill 254 would amend Section 34-901, Idaho Code, to state that "each county clerk shall employ anti-fraud measures" to "ensure the authenticity of all ballots cast in Idaho elections."

The section lists five acceptable anti-fraud measures for counties using voting machines and would require county clerks to adopt at least two. It would further state that "all measures selected by a county clerk shall be tested and verified before each election, and the county clerk shall notify the county board of canvassers which measures are being used for each election."

A different standard would apply to counties that hand-count their vote tallies. They would be required to stamp or print "Official Election Ballot" and the date of the election on each ballot.

Measures to reduce the possibility of ballots being duplicated are an important component of election integrity.
