Bill Description: Senate Bill 1097 would allow any school district to convert entirely or in part to a charter school district.

Does it expand the government's bureaucratic monopoly on education, reduce family and student choice, or finance education based on an institution or system? Conversely, does it reduce government coercion in education, expand education choice, or finance education based on the student rather than the institution?

Senate Bill 1097 would allow any school district to convert to a charter district. This option would give school districts more flexibility to pursue meaningful educational reforms regarding curricula and pedagogy. For example, school districts that desire to implement a more traditional and academically rigorous approach to education would be able to adopt an entirely classical, liberal arts focused model of education. Meanwhile, rural districts would be free to adapt their schools to more effectively meet the requirements of their local economy. This sort of experimentation would be a welcome shock to the status quo.
