NOTE: The House Amendment to Senate Bill 1071 (the third amendment to the bill) removed several direct references to "Envision Sight" and replaced them with the term "Idaho-based, certified eye bank organization that provides screening and vision treatment." While this change might seem to broaden the applicability of the bill, there is only one certifying organization (Eye Bank Association of America) and only one certified eye bank organization in Idaho -- Envision Sight. The analysis has been updated but the rating has not changed.

Senate Bill 1071 would amend Section 49-306, Idaho Code, to create a check box on the driver's license application form to facilitate a voluntary, one-time donation of $2 for "the purposes of promoting and supporting vision screening, vision treatment, and eye health in Idaho." Because of how the law is written, these contributions will all go to "Envision Sight," an Idaho nonprofit corporation.
It is inappropriate to create a government-facilitated donation opportunity that effectively benefits only one nonprofit corporation. This is a special legal perk not available to other nonprofits.
